The dominant reading of the article is to show that TFL is not efficient in what they do and have mean that an accident have been caused as the bus was on the wrong route also it would suggests that driver was not under clear  instructions. Another understanding of the image could be that the bus is not designed as well as anticipated which means that Boris huge spending on the bus was not a waste.   

The oppositional reading is that new buses have been put in to London to help people have a more efficient and reliant bus service. Also to provide a quicker, easier and more welcoming form of transport which is ECO friendly. 
 
The negotiable reading is that the new buses were put out to help Londoners gets around better, however the accident due to being on the wrong route can be an honest mistake and that there may have been some misunderstanding along the way.
